Possible futures for the World Trade Center site

At a strategic moment in the post-911 rebuilding effort, this report sets out the planning and development framework for Lower Manhattan. The report does not prescribe a particular redevelopment program, architectural design or urban design solution. Rather, the report describes the fundamental urban structure of Lower Manhattan – the edges, corridors, open space networks – that will continue to inform the ways Lower Manhattan may evolve.  The report also explained the implications of alternative development and massing solutions for the World Trade Center site itself.
